    Invest local stakeholders early in the process- before you announce your plan. Make them part of the process and give them input in design details to the extent you can. Understand that the mutual gains approach is the way to go but...it will often not be enough. There will be intractable, unreasonable and competitor generated opposition that will require another strategy. Opponents are usually the loudest voices in the room. You must educate, organize and activate constituent support for the project. Do not think "It's a good project" is enough. In the end, it will be about the politics.
