Process: Work Clearance Management

Use:

This scenario describes the whole process of Work Clearance Management (WCM).
Necessary maintenance work on technical objects, such as inspections, preventive
maintenance or repairs, can only be executed once all the measures to ensure a
safe working environment have been implemented. These safety measures can
include, for example, lockout/tagout, fire protection and radiation protection.

The maintenance planner creates work approval from a maintenance order. The
reference information in the maintenance order is automatically copied into the
work approval.

The WCM process is fully integrated with the work order process. Once the
maintenance planner determines to activate the WCM process to ensure
maintenance staff’s safety, all approvals must be given before execution of actual
maintenance..

The operational processing of lockout/tagout is described using the operational


cycle. This process consists of orderly tagging and subsequent untagging of
technical objects, so that work and tests on technical objects can be performed
safely. The operational cycle is divided into the following operational phases:

 Tagging phase
 Temporary untagging phase
 Untagging phase
Individual statuses of operational phases are predefined in the system.

WCM ARCHITECTURE
PM-WCM architecture defines relationship between WCM Objects and can be
selected from following models:

1. Standard Model
Standard Model is used when Lockout/Tagout is of primary importance.

2. Enhanced Model
Enhanced Model is used when Safety Measures (radiation protection, safety in the
workplace, and fire protection) are also required in addition to Lockout/Tagout.

3. WCM OBJECTS
Objects that supports in Work Clearance Management process for assignment of
administrative data, status, approvals, technical objects etc. and good for
communication between departments.

Following are the objects used for WCM with the responsible departments.

4. WCM ACTIVATION IN ORDER


The Maintenance Orders for which WCM is activated are marked as WCM-relevant
orders.

Activation of WCM for Maintenance Order can be performed by two ways:


1. Assigning Permits to the Order.
2. Assigning control key ‘WCM’ to operations in an order.

5. ORDER PROCESSING WITH WCM


Process flows for the WCM Orders defined in PM-WCM are classified as follows:

1. Order Processing without Valuation


2. Order Processing with Valuation
3. Order Processing with WCM-Relevant Operations

5.1. Order Processing without Valuation Standard Model

1. Create PM Notification (IW21):
Use this procedure to create a PM Notification.

Prerequisites
All the details related to Notification like Notification Types, Functional Locations, Equipments, Work
Centers, Planner Groups, Priorities and Code Groups should be created/ configured before doing this
transaction.
2. Release PM Notification

Click on the icon to release the Notification.


You can also postpone the Notification by clicking on the icon .

After releasing the notification, the status of notification changes from OSNO (Outstanding) to NOPR
(Notification in Progress) as shown in the below screenshot

3. Creation of Breakdown Order for the Notification by maintenance (IW22):


After releasing the Notification, the maintenance department will do the work planning and therefore
create a Breakdown maintenance order to act upon the Breakdown notification.
An Order can be created directly from the Notification screen. To create an Order directly from the
notification screen click create order, as shown below.

According to the job planning, assign the operations in the order, which need to be carried out.

The first operation in the operations screen gets copied from the order header description as
default by the system as shown above. It can be replaced with some other operation text as required.

If any Task list is available to carry out the required job then operations of that Task list can also be
copied directly to the order using menu function: Extras > Task list selection > To reference object/
General task lists.

4. Attach WCM permit to maintenance order:

Following operation Control keys are defined in the system for various purposes.

6. Permit(s) & Tag Out applying from the Breakdown order by maintenance (IW32):
Now Maintenance department will apply for permit(s) which will be required to carry out the job.

In SAP, Work Clearance Management (WCM) component is used for Permit for work
process to control and monitor the safety measures.

For some operations (activities) to execute the work, maintenance dep’t requires permits from
operations dep’t. For this purpose maintenance dep’t specifies required isolations while applying
PTW and operation dep’t issues the approval and does the tagging (isolations) so that the work
can be performed, after the work completion operation dep’t does the untagging (normalization)
of those isolations and close the PTW.

If any permit is required to carry out the job, no work can be executed by maintenance on
the site until and unless operation person do the tagging and issues PTW and other permit, e.g.
Hot work permit or Working at Height Permit.

WCM architecture:

The Enhanced model of WCM, used in NSPCL, comprises the following Work clearance
management objects:
Work approval - top level permit approval document.

Work clearance application (WCA) - for Isolations based permit application, e.g. PTW, ROMP
and SFT.

Operational Work clearance document (WCD) - contains applicable isolations list.


Select Permit Type
After the assignment of control key WCM to any of the operation in the Operations tab, a new

button will appear at the top as shown above and order gets new status WCM,
which shows that WCM is active in order, as shown above.

Here Maintenance Planner will create requisition for lock-out/tag-out and will mark the order as
WCM-relevant order.

Activation of WC Application for an order can be accomplished. Here we will use by providing
control key as WCM in operation.

Now click on button on the top of the screen, then Work Approval assignment
screen will appear as shown below. Click on the Enter button to generate required WCM
objects, including operational WCD with isolations copied from the selected WCD template.

At this level we will provide the details of Functional Location/Equipment(s) to be tagged
out. In the present case we will provide the equipment 10000038 (Electric Motor of
Centrifugal Compressor) which required to be tagged “OFF” for carrying out the
maintenance of equipment 10000039 safely.
Select First item in Tagging Condition window and press
Specifying the Tag condition “OFF” for the equipment with tagging type DNG (Red Danger Tag)

Select PF (Print Format) “XXXX” in present case for the Tag

7. Select Operations from Maintenance Task List
Task lists can be assigned to operations. General, Equipment, and Functional location task lists are
present in the system for selection. Operations can also be selected from a maintenance task list.

To do so, follow the menu path: Extras -> Task List Selection -> General Task List (or Direct
Entry, or To Reference Object, or General Task List for Assembly, or General Task List for Object
Structure)

8. Issue Work Permit (Tagging & Isolation) – WCLE:
This process includes the Work clearance Management process where Operation dept. will approve, tag
and make isolation.
Path: Logistics -> Plant Maintenance -> Work Clearance Management -> Work Application -> List Editing
->Change Application (multilevel)

Enter Plant number and select Order/work approvals

Give Maintenance Order Number and execute

Click on Display Button


Status: “Red” as the permit has not been issued.
Status: “Prepared” as maintenance has already prepared the WCM object. It is also to be remembered
the operations dep’t will only process “Prepared” permits.

The color legend for the hierarchical structure is as follows:

Click on Color Legend Button

Click on the traffic light below the work approval (Green).

Click on Set Prepared Butoon

Note: Now Status is PREP and Switching Screen button will enable.

Click on the refresh button . The traffic lights of the entire WCM object, except the additional
applications, will turn green.
9. Perform Lockout/Tagout:
Here tags for the equipment(s) to be tagged are printed and are tagged physically on the location.

Click button on Change Operational WCD: Header screen

After the isolations have been carried out, select all the isolations and click on “Tag”. This will confirm that
the isolations have been provided. Save the WCD. The traffic light of WCD will turn green. Click on the
refresh button and the WC Application light will also turn green.
