Browser Build problem announcement

The ability to connect GitHub Actions with Apple, i.e., Spaceship::ConnectAPI is currently broken.
Put messages in appropriate places in LoopDocs to warn people.

Section on browser build errors page:

• Remove the steps in Fastlane API Key refresh section that instruct people to delete and generate a new key.
• Leave the header for people who have a link to this section and provide corrected information.
• For now - don't remove the graphics; save that for a later PR.
