After the last update of debian stable to 13 (trixie) our images depending on deriv/perl started to break due to GPG errors.
Our images were referencing stable and during build processes of images depending this deriv/perl, we faced issues because the gpg keys we have previously stored in the stable images were not the ones the new stable require.
This PR proposes to pin the version of debian used for deriv/perl to
debian:13-slimthis way our builds will always be repeatable and any update will be carefully tested, and socialized explicitly with teh rest for the team.
