Perhaps the software could be implemented such that all posts and replies on it would also be sent to the mailing list in the appropriate format, so that people reading the mailing list could still see what was going on.
A web interface on top of the mailing list with an upvote/downvote layer could provide this, so long as it's intelligent enough. This way, people would still be able to use the mailing list directly, but could also look at the web view with its hierarchical format and upvotes and downvotes.
