INSPIRATION

   While understanding how Panchayat projects are executed at the ground level, we noticed that transparency issues are not limited to citizens alone. A major gap exists between Panchayat officials and contractors who are responsible for executing development work. Project updates, bills, and expenditure details are often shared manually, delayed, or lack proper verification.

This disconnect creates confusion, mistrust, and sometimes misuse of funds. We felt that transparency should not stop at citizens viewing data — it should extend to how contractors report progress and spending. This insight inspired us to build Bharat Panchayat Transparency, a platform that connects citizens, Panchayat officials, and contractors on a single transparent system that makes Panchayat information open, accessible, and understandable for everyone

WHAT IT DOES

   Bharat Panchayat Transparency is a role-based digital governance platform that ensures accountability across all stakeholders.

Citizen Dashboard • View active government schemes and budgets • Track project progress in real time • Submit grievances digitally Panchayat Official Dashboard • Monitor scheme execution and fund usage • Review grievances and contractor submissions • Access AI-generated insights and alerts Contractor Dashboard • Submit weekly or monthly project progress • Upload bills and expenditure details • Maintain transparent records of assigned work All stakeholders work on the same system, ensuring that progress, spending, and accountability remain visible and traceable at every stage.

HOW WE BUILT IT

   We designed the system with role-based access to ensure simplicity and clarity for each user group.

• Frontend:- provides separate dashboards for citizens, Panchayat officials, and contractors. Contractors can log in and submit structured updates for assigned projects, including timelines and expenses. • Backend:- handles data validation and securely stores all records. • AI layer:- analyzes submitted data to identify unusual delays, cost overruns, or inconsistencies between planned and actual spending. This helps officials detect issues early and take corrective action before problems escalate. The entire system is built to be lightweight, scalable, and practical for real Panchayat environments.

CHALLENGES

   One major challenge was designing a system that works for multiple user roles without becoming complex. Citizens, officials, and contractors all have different needs and levels of technical familiarity. We solved this by creating clear, role-specific dashboards with minimal steps.

Another challenge was handling financial and progress data submitted by contractors. Ensuring clarity, consistency, and traceability required careful data structuring and validation. We also had to ensure that AI insights remain supportive rather than confusing. Instead of overwhelming users with technical outputs, we focused on clear flags and summaries that are easy to understand.

Accomplishments that we're proud of

   •  Successfully built an AI-enabled governance platform focused on rural India

• Successfully integrating a contractor dashboard into a transparency-focused governance system • Creating a single platform that connects citizens, officials, and contractors • Designing a system that promotes accountability without increasing administrative burden • Building a realistic and scalable solution suitable for real Panchayat deployment We are especially proud that our platform addresses transparency across the entire project lifecycle, not just at the information display level.

What we learned

   Through this project, we learned that impactful innovation is not about complex technology alone, but about understanding users and real-world constraints. We gained insights into:

• Transparency works best when all stakeholders are part of the same system. • Simple design is more impactful than complex features. • AI is most effective when used to support decisions, not replace them. • Real-world governance problems require practical, user-centric solutions. This experience reinforced our belief that technology should serve people, especially at the grassroots level.

What's next for BHARAT PANCHAYAT TRANSPARENCY

   Our future roadmap includes:

• Verification workflows for contractor submissions • Regional language support for wider accessibility •Integration with official government data sources •Automated alerts for delays and cost overruns • Pilot implementation in selected Panchayats We envision Bharat Panchayat Transparency as a nationwide platform that strengthens democratic governance and builds trust between citizens and institutions.
