BLE: return OK when stopping advertising set that is not active

Summary of changes

When trying to stop advertising that is not active the stack returns an error BLE_STACK_BUSY. Stopping an inactive set is be safe. This returns no error.

This does not change the behaviour of the stack in any way - just reduce the confustion to the user.
