Description

This change migrates BuildConfig to a Pydantic model and simplifies existing logic to parse it to/from a dictionary. A Python wrapper for the KVCacheType enum was also added to make this possible.

This is part of a larger effort to migrate all remaining LLM API config logic to Pydantic.

Depends on both #8277 and #8329 since those classes are used as subfields of BuildConfig.

--extra-stage "H100_PCIe-TensorRT-Post-Merge-1, xxx" (OPTIONAL) : Run the ordinary L0 pre-merge pipeline and specified test stages. Examples: --extra-stage "H100_PCIe-TensorRT-Post-Merge-1, xxx".

--detailed-log (OPTIONAL) : Enable flushing out all logs to the Jenkins console. This will significantly increase the log volume and may slow down the job.
