Stasis chambers don't work #13514

Expected behavior

When building a stasis chamber it is supposed to keep the chunk loaded, it doesn't seem to load the chunk.
The behavior is being observed when I use a cat based teleporter, it works if I'm close to the teleporter but not if I'm further away.

Observed/Actual behavior

What I wrote in the expected behavior field.

Steps/models to reproduce

  1. Build this https://www.youtube.com/watch?v=svIacA2PRjo
  2. Try it close to the machine to verify it works.
  3. Try it further away, I tried it a couple of thousands blocks away.
  4. Also try with different settings
    a. I tried disable-unloaded-chunk-enderpearl-exploit both true and false.
    b. And delay-chunk-unloads-by set to 10s and 0s.
