• Updates existing errors to use latest location of documentation
• Creates new Selenium Manager exception

Motivation and Context

• Direct all driver installation problems to one place
• Provide as much useful information in the error as possible
• Would address [🚀 Feature]: Additional Selenium Manager Debug Logging #11796 for Java
