Bug Description:

Follow-up of GH-16473

Resetting all prompt fragments deletes the added TheiaDev and TheiaDevCoder prompt templates from the .prompts directory. These original templates should not be removed during reset.

Steps to Reproduce:

1. Ensure TheiaDev and TheiaDevCoder prompts exist in the .prompts directory.
2. Trigger Reset of all prompt fragments (button on the top) in the AI Configuration / Prompt Fragments view.
3. Observe that the two prompt templates are removed from disk.

Expected behavior:

Only modified or user-defined prompt fragments should be reset. The original templates of TheiaDev and TheiaDevCoder must be preserved as for the other prompt templates.
