Publishing to Maven Central

The premises are as follows:

• The entire release process is fully automated via GitHub Actions — i.e., creating the tag, pushing the [maven-release-plugin] prepare release ... commit, signing artifacts, generating release notes, and publishing to Maven Central.
• We use maveniverse/njord, which is supposed to handle all intricacies of Sonatype, Maven, etc.

I'm not able to test this fully because I don’t have the required credentials. If you’re fine with these changes, we can test them in the wild - I’ll, of course, help debug and resolve any issues that come up.

Before running the new action, we need to set the following secrets:

• GPG_PASSPHRASE
• GPG_PRIVATE_KEY
• MAVEN_USER
• MAVEN_PASSWORD
