Code Review

This pull request updates the CONTRIBUTING.md file, replacing the 'Releasing' section with a more detailed 'Package Owner' section. This new section adds links to documentation for package structure, maintenance, and release strategies. My review includes a couple of suggestions to improve grammar and clarity in the new text.

How does this relate to the the issue? This is already part of the set of links above; it's not clear to me what the purpose of repeating it here is since it's not about owning packages.
