This PR serves as follow up to googleapis/java-spanner#1694 and aims to address googleapis/java-spanner#1693
It also adds additional reflection configuration for
io.opencensus.impl.stats.StatsComponentImplandcom.google.cloud.spanner.GceTestEnvConfig.
