arm64 test VMs have been failing to provision due to shortage of arm64 in certain Azure regions.
To unblock pipeline runs, temporarily change the default to not run tests on arm64, to unblock pipelines.
Testing on arm64 can still be enabled manually at pipeline queueing time, say, for checking whether the shortage has subsided.

How built:

  • These changes are going through PR validation as usual.

How tested:

  • A private run of the Agg nightly pipeline is in progress.
