After error, help the user move foward. #33

I got an error in azd up.

The terminal has the error message.

But I don't know what to do next.

Should I run azd up again?

How do I do that?

Do I open a new terminal and run it?

I tried to hit CTRL+C to kill the process, but that doesn't do anything.

Ideally the terminal we launch azd in is fully interactive, so the user can kill it and get to a prompt in the same terminal.
