Docker 1.12 completely broke setting entrypoints on import, so we need to switch to using an actual Dockerfile.

Docker 1.12 completely broke setting entrypoints on import, so we need to
switch to using an actual Dockerfile.
Also bump the pipeline to use Go 1.7.
