https://github.com/WAVM/WAVM has not been updated in 3 years and doesn't build with C++20. This change removes WAVM from the proxy-wasm-cpp-host build, to unblock updating build rules to use C++20, which in turn unblocks updating to a recent version of v8, which requires C++20 to build.
WAVM was already removed from the Envoy build in envoyproxy/envoy#32872.
