Let's not delete the Makefiles.
We should not be forcing everyone to use bazel. We just want to support bazel

@jplevyak do you know if there is any way to not keep the *.pb.{cc,h} to support Makefile. What do you think of adding the recipe in the Makefile to generate those files? |

And when you put back the Makefile, please make it build the libproto*.a files. |
