Implement `#[cfg]` in `where` clauses #132388

This PR implements #115590, which supports #[cfg] attributes in where clauses.

The biggest change is, that it adds AttrsVec and NodeId to the ast::WherePredicate and HirId to the hir::WherePredicate.
