--h264 causes gst_parse_error #49

Hi,
Running on a Pi4, HDMI->USB dongle input (from a Sony A7s)
OS updates run, Latest source cloned, running wired Ethernet both both sides.

The command
python3 publish.py --libcamera --buffer 10 --noaudio --framerate 25 --streamid GHTEST --h264

Generates a gst_parse_error

Error at line 1373 in /home/vdo/raspberry_ninja/publish.py: gst_parse_error: no property "bitrate" in element "v4l2h264enc" (2)
Called from line 1604 in /home/vdo/raspberry_ninja/publish.py

And no resulting stream. Tried rebooting, still get the error.
