Windows, couldNotFindTemp

Description

Just right after installation, running swift --version, prints to
"error: couldNotFindTmpDir("C:\WINDOWS\TEMP")",
Even other swift commands don't work for the same reason

Reproduction

winget install --id Swift.Toolchain -e
swift --version

Stack dump

error: couldNotFindTmpDir("C:\\WINDOWS\\TEMP")

Expected behavior

Getting the correct swift version

Environment

I can't do swift --version

Additional information

No admin administrator privileges on the machine as it is a company PC
