On the Dashboard page, if there are no Projects, show a "getting started" box
Getting Started Box should say

Title: "Getting Started with Topcoder-X"

"Welcome to Topcoder-X! You can find full documentation here: https://github.com/topcoder-platform/topcoder-x-ui/wiki

Next steps include:

  • Authorize GitHub / GitLab <Should be a link to the Settings>
  • Add a Project <Should be a link to the Projects>
  • Add Labels and Webhooks to your project

@rootelement - Should be easy enough. We may also be able to use either a link or the content from the wiki, which is much more informative:
