Implement kinetic / inertial scrolling for Linux (Wayland)

Describe the feature

A flick with two fingers on the trackpad will result in the scrolling immediately stopping as soon as the fingers are lift off. Other applications (Gtk+ apps or Chromium) have a kind of inertia to it.

How hard would it be to PR this in, asking because i am interested in maybe attempting to get this working.

+1 this is a big usability feature, libvte terminals on Linux implements it fine

Any updates on this? It would make the experience so much better and doesn't seem that hard to implement.
