I'm only going to try this once. Given how dismissive your other comments are.
In a capitalist economy there are no quotas, because market signals dictate how much stuff to make. Market signals are profit opportunities for capitalists. In essence I *own* a factory and because of the market I bet there is demand for 100,000 pencils this year. A pencil sells for a dollar, my workers get 5c per pencil sold, I get 95c per pencil. I discipline my labor through the market, if pencils don't sell they don't get paid and they don't eat. When I sell 200,000 pencils next year, my workers will get 2.5c per pencil sold and I will get 97.5c per pencil sold. I'm greedy so I do not give my workers piece work incentives to make more pencils. They get disciplined by the market and the threat of unemployment. My workers make the same amount year over year to save on labor costs because I am a capitalist.
In a communist economy there is no market, so there are quotas. In essence I *administer* a factory (or an entire industry) and I say we need to make 100,000 pencils this year. A pencil sells for ruble and my workers get 2 rubles a day. Next year I say we need to make 200,000 pencils. A pencil sells for a ruble my workers get 2 rubles a day. However my workers do not have any incentive to make 200,000 pencils this year which is a 2x production increase. I'm a communist and I believe in central planning so my I cannot give my workers piece work incentives to make more pencils. They make the same amount year over year adjusted for inflation because I am a communist.
In both systems there is no incentive to be better than the baseline of your job. The capitalist system gets bare minimum efficiency by further exploitation using the same stick and minor adjustments depending on economic conditions and demand. The communist system has a low ceiling of efficiency because each worker will still make 2 rubles a day no matter what. If the soviet system implemented gauranteed pay rates with piece work for improving efficiency they would have been able to increase quotas without drastic failures.
Now in reality supply chains are factories that are connected together. If one factory makes not pencils but cogs and the other makes machines, you can see how the communist system is vulnerable to uneven production. If the cog guys are behind the machine guys are behind, but everyone still makes their 2 rubles with no real incentive to fix it. That's the bosses problem.
The reason this doesn't happen in the same way in a capitalist system is because the company unit is incentivized to avoid failures to deliver because the entire unit will cease to exist.
The more technology you develop the more intermediary goods there are and the more intermediary goods feed into other intermediary goods. So you get stacks of this inefficiency. The Soviet word for this problem and it's economic effects is Shturmovshchina.
Like the classic capitalist economists Soviet planners made the same mistake as homo economicus but in a different flavor. Homo ecnomicus is the fallacy that humans are perfectly rational economic actors. The Soviets flavor was assuming that humans are perfectly rational order takers and would increase efficiency regardless of incentives economic or otherwise.
The Soviets industrialized their country but the problem was that the factory was a capitalist invention meant to alienate people from their own labor by making it repetitive and fungible in order to meet high levels of demand and reap profits for owners. The Soviets failed to create meaning for their factory workers. They failed to make their factory workers care to meet the demand. Capitalist workers don't have to care, they just have to not be destitute. Because you are making the same mistake that Brezhnev and the rest of the old guard made when they crowned him. They believed in a view of the world that was mechanical and that they could pull levers. They did not solve any of the social problems festering in Soviet society of how Soviet people related to production. They simply continued to ignore them and then said whatever and let Gorby break the whole thing. Brezhnev is the avatar of Parenti's Black Shirts and Reds, specifically the chapter Anticommunism and Wonderland and the section Communism in Wonderland. In essence the Soviet Union at this stage had the same basic problems as capitalism does today, there were more incentives to do your job poorly than to do your job well. Doing a good job only meant a consistent demand for work at a higher quantity of output. The economic results of this are exactly what you guessed, supply could not keep up with demand, but much worse because sometimes supply could not keep up with last years supply. As this unstable production affected intermediate goods it spread through the rest of the economy like a plague.
The root cause of this is that the capitalist class relation reemerged for state capitalism not as worker and owner, but as a worker and nomenklatura (appointed party bureaucrat). The contradictions of capitalism do not spare state capitalists. You can take the literal profit extraction out of the system but if you replace it with quotas it simply becomes the same relation absent the accumulation of real money.
This is also all of Stalin's fault. Comrade Filing Cabinet built this patronage system (nomenklatura) to complete the USSR's Second Industrial Revolution. Once that happened nobody replaced it to meet bigger and bigger economies of scale. Not only were they were attempting to get 1964 level of outputs out of a 1920's system but the system itself had degraded.
In China this is why Deng made the reforms he did. Jury's still out on that one though.
