The fascists take an early lead but the commies hold on long enough that all of the roids the fascies are on give them heart palpitations and they start collapsing.
If it's a tug-of-war with a rope, the communists win. If it's the type of tug-of-war where both sides see who can jack off the most, the fascists win because they're all inveterate gooners.
