Statistically speaking, it's only a matter of time before an active mass shooter is themselves shot by a completely unrelated mass shooter...
And even then we won't do anything about gun control.
The only way to stop a bad guy with a gun is to construct a situation that experts call "stochastic satiation", where the paths traced by the bullets of all the lone wolves in a given social situation coincidentally only intersect with other lone wolves. The literature is quite dense, but there was a fictionalized documentary on the topic called Equilibrium which may be more approachable.
