    The articles point out that the trees grow on the sidewalk and not on his property. This guy probably thought it would take the city too long to resolve his insurance problem and hoped that no one would complain.

    I would argue that the company or individuals that did the trimming work are also accountable for the damage. Obviously if they accept to do the work, they should know about the legal situation. You can’t just cut a publicly owned tree and not make your due diligence of verifying if there was a city permit.
