They do, but as I said, the dealer has no choice in what action to take during the game, and so shouldn’t have an effect on the outcome, and the cards re very thoroughly shuffled from multiple decks to prevent the player counting cards, and so should be random enough that it has no effect on the outcome of the game.

The dealer not sticking to their process would be very rapidly noticed, as it would be very obvious they’d chosen to twist when they should stick, or visa-versa. They can quite easily be replaced by an algorithm, and computer blackjack is quite common.

While the casino could try to stack the deck, as each deck contains multiple decks of cards the result would affect both the player and the dealer. There are ways to do this that change the odds of certain hands winning (replacing some of the aces with twos for instance), they can be spotted by looking at the actual return rates, and there are, theoretically at least, significant penalties for any casino caught doing this.
