La suite VPN strongSwan usa lo stack nativo IPsec nel kernel Linux standard. Gestisce entrambi i protocolli IKEv1 e IKEv2.

Questo pacchetto fornisce le librerie sottostanti a charon e agli altri componenti di strongSwan. È creato in modo modulare ed è estensibile attraverso vari plugin.

Sono inclusi alcuni plugin predefiniti (come specificati dal progetto strongSwan). Per libstrongswan (backend crittografici, strumenti per recuperare URI e livelli database):

 - constraints (controllo avanzato di vincoli con certificati X.509),
 - dnskey (analizza chiavi pubbliche RFC 4034),
 - drbg (generatore di bit casuali deterministico NIST SP-800-90A),
 - nonce (plugin predefinito di generazione nonce),
 - openssl (backend crittografico basato su OpenSSL, fornisce
   RSA/ECDSA/DH/ECDH/ciphers/hashers/HMAC/X.509/CRL/RNG),
 - pem (funzioni di codifica/decodifica PEM),
 - pkcs1 (funzioni di codifica/decodifica PKCS#1),
 - pkcs8 (funzioni di decodifica PKCS#8),
 - pubkey (wrapper per gestire chiavi pubbliche grezze come certificati
   fidati),
 - random (RNG che legge da /dev/[u]random),
 - revocation (controllo di revoche X.509 CRL/OCSP),
 - x509 (plugin X.509 avanzato per analizzare o generare certificati
   X.509/CRL e messaggi OCSP),
 - attr (fornisce attributi IKE configurati in strongswan.conf),
 - kernel-netlink [linux] (interfaccia IPsec/Networking del kernel che usa
   Linux Netlink),
 - kernel-pfkey [kfreebsd] (interfaccia IPsec del kernel che usa PF_KEY),
 - kernel-pfroute [kfreebsd] (interfaccia di rete del kernel che usa
   PF_ROUTE),
 - resolve (scrive i server dei nomi ricevuti via IKE in un file
   resolv.conf o li installa con resolvconf(8)).
