Tested by setting my 4K monitor to a custom resolution of 3840x1080 and setting the main menu option of "Window Size" to "Fullscreen". Game stretched non-game video, menus, etc., while game itself was unaffected when using the "Fullscreen", "4:3", and "Downsampling" in-game settings.
