This just moves where code lives but doesn't change any existing behavior.
liquidation_lib.vyalways felt like a bit of an orphan and it's always been hard to consider it useful as it contained only one function.I believe that the right place for this function is inside the view contract for the controller from which it can be imported statelessly.
