I would recommend learning basic HTML CSS and making a website without external tools. This way the maintenance cost is 0 as your website will likely work forever.

Framework is pricier than any other alternative and have a weaker supply chain of spare parts, the only upside of framework should be an ethical one. You buy framework because their values not because it’s the best option.
