02:20We begin tonight with destructive and dangerous flooding in the Midwest.
02:24A state of emergency declared in Milwaukee County.
02:27Forecasters are calling the flooding in the Milwaukee area historic and life-threatening.
02:32Thousands are without power.
02:33Emergency crews are overwhelmed.
02:35New video is coming in tonight of the dramatic water rescues
02:39after nearly a foot of rain fell overnight.
02:41These people stranded on a flooded parkway had to be rescued by boat.
02:45Their cars submerged underwater.
02:47All that heavy rain caused this road to simply collapse.
02:51Baseball fans faced a monsoon mess.
02:54The heavy rain also canceled the final day of the popular state fair.
02:57The fairgrounds too soaked to remain open.
03:00And more severe weather is on the way.
03:01Our weather team is standing by with the forecast.
03:04But first, Morgan Norwood leads us off.
03:07Tonight, severe weather once again taking aim at an already soaked Midwest and the Plains.
03:13Flash flooding leaving cars stranded and families trapped.
03:16Milwaukee County declaring a state of emergency.
03:19Up to a foot of rain coming down.
03:21Overnight, highways vanishing underwater.
03:24This SUV partially submerged.
03:26First responders rushing in, using ladders to lead this person to higher ground.
03:31Emergency crews swapped with more than 600 calls for rescues, power outages, and gas leaks.
03:37Others with no time to wait, wading through knee-deep water to get to safety.
03:42And in some cases, strangers stepping in to reach stranded drivers.
03:46They drove their cars into the water and they couldn't get out.
03:48So me and my friend, they had to like swim through it.
03:51They had to go open their cars, make sure they were okay, and then help them get out.
03:54One rescue quickly turning into several.
03:56We pushed out about four cars out of the water.
04:00Yeah, it's been pretty crazy.
04:02Downpours drenching runways at Milwaukee's airport.
04:04This is the sewer outside of my house.
04:07In southeast Wisconsin, manholes gushing like geysers.
04:10The pelting rain relentless, Brewers fans braving the downpours,
04:14while the final day of the Wisconsin State Fair canceled after floodwaters swallowed the fairgrounds.
04:20This flooding event, it's very significant.
04:22It's something that Milwaukee hasn't seen in perhaps a decade or more.
04:27And, Lindsay, officials are urging people to stay home tonight,
04:29warning those floodwaters could hide dangerous contamination and down power lines.

04:35Hopefully people will heed those warnings, Morgan.
04:38Let's get right to meteorologist Dani Beckstrom from our New York station, WABC.
04:42Dani, how long will this flood threat last?
04:46Through tomorrow morning's commute, Lindsay, especially in the upper Midwest and parts of the plains.
04:49Let's look at the map.
04:50There's also a severe thunderstorm watch in eastern Colorado tonight,
04:53but I really want to focus in on the flooding.
04:55In the upper Midwest, the flood watch continues from Davenport to Milwaukee.
04:58After up to a foot of rain fell over the past 24 hours,
05:01but the heaviest rain tonight impacts the plains.
05:03It's a significant flash flood risk in Kansas, including Wichita,
05:06as downpours move through overnight into Monday morning's commute.
05:10And it's a hot start to the work week for both coasts.
05:12But while the heat generally eases in the west after Monday, it's building in the east.
05:16Several cities could see record highs as we head toward Wednesday.

05:20Dani, thank you.
05:21We're learning chilling new details about the suspect in the deadly Atlanta attack.
05:25Sources say he blamed the COVID-19 vaccine for making him depressed and suicidal.
05:29But did he deliberately target the CDC?
05:32Most CDC employees across the country have been ordered to work from home tomorrow.
05:37ABC's Faith Abube has the latest.
05:39Tonight, new details about the suspect in the deadly active shooter incident at Emory University,
05:45with gunfire reaching across the street into the CDC headquarters in Atlanta.
05:50In an email obtained by ABC News, CDC leadership telling employees it was a targeted attack related to COVID.
06:00At least four buildings on the CDC Atlanta campus were struck by gunfire during Friday's attack,
06:06including the National Center for Immunization and Respiratory Diseases,
06:10and this one across the street from the CVS, where police exchanged gunfire with the suspect,
06:15the windows dotted with bullet holes.
06:17It was a lot of gunshots.
06:20This, as law enforcement sources tell ABC News, a preliminary assessment shows
06:25the suspect blamed the COVID-19 vaccine for making him sick and depressed.
06:30The 30-year-old's neighbors telling us Patrick Joseph White would often share his conspiracy theories about the medicine,
06:37adding that, quote, he thought the vaccines were killing him and that people needed to know the truth.
06:42Medical experts say the vaccines are safe and effective.
06:45Tonight, a makeshift memorial outside the CDC's main gates honoring Officer David Rose.
06:51The police officer investigators say the suspect killed in the shooting.
06:56I would now like to introduce the class leader for Class 138, David Rose.
07:01Rose is a Marine veteran with two children and one on the way.
07:05He joined the DeKalb County Police Force back in September.
07:08Here he is just this past March at his Police Academy graduation ceremony.
07:12It's about protecting the vulnerable, standing for justice, and being the person who runs towards danger when others run away.
07:19His wife pinning his badge.
07:21The officer was just doing his duty, trying to protect people, and unfortunately lost his life.
07:27And, Lindsay, more than 10,000 CDC employees nationwide ordered to work off campus tomorrow as investigators continue to assess any potential further threats.

07:40Overseas now, an Israeli Prime Minister Benjamin Netanyahu is defending his new military operation.
07:46The plan to take over Gaza City is facing international condemnation and sparking protests around the globe.
07:52But Netanyahu remains defiant.
07:54And what he's saying tonight about starvation in Gaza.
07:57Here's ABC's Marcus Moore.
08:00Tonight, amid mounting international pressure and growing criticism even from within his own government,
08:06Prime Minister Benjamin Netanyahu is defending a plan to take full control of Gaza City.
08:11Our goal is not to occupy Gaza.
08:14Our goal is to free Gaza.
08:16Free it from Hamas terrorists.
08:17At a news conference to foreign journalists today, the Prime Minister reiterating Israel's goals,
08:22defeating Hamas and securing the release of the remaining hostages, both the living and the dead.
08:27The Prime Minister said there would be evacuation orders to civilians urging them to head to, quote, safe zones.
08:33Aid groups say history has shown few places are safe when the bombs start falling.
08:37During an emergency meeting of the U.N. Security Council, an impassioned rebuke.
08:42In Gaza, children and babies are suffering from starvation.
08:47Hundreds of civilians have been killed trying to access basic food supplies.
08:52This inhumanity cannot be justified.
08:55In recent weeks, President Trump has grown frustrated with Netanyahu's strategy,
09:00urging him to allow more food into Gaza.
09:02The Israeli leader pledged to open more humanitarian aid routes and insists that Israel has no starvation policy.
09:09Every day, more people are dying from malnutrition, according to the Hamas-run Gaza Health Ministry.
09:14217 have died since the war began.
09:17Among them, 100 are children.
09:19In a statement, a director of Save the Children said in part,
09:22what kind of a world have we built to let at least 100 children be starved to death
09:26while the food, water and medical supplies to save them wait just miles away at a border crossing?
09:32Lindsey, back to some of Prime Minister Netanyahu's comments today.
09:35He publicly conceded for the first time that there was a problem of deprivation in Gaza,
09:40alluding to the hunger crisis the international community had warned of for months.

09:46Back here in the U.S., the countdown is on to that critical summit between President Trump and Russia's Vladimir Putin.
09:51Now allies are pushing for Ukraine's President Zelensky to attend the meeting in Alaska on Friday.
09:57More now from ABC's senior White House correspondent, Selina Wang.
10:01Tonight, a diplomatic scramble days before President Trump's high-stakes summit with Vladimir Putin
10:06as Ukraine's President Zelensky remains on the sidelines.
10:10European leaders united, warning the path to peace in Ukraine cannot be decided without Ukraine.
10:17The White House insists Trump is open to Zelensky joining,
10:20even as they prepare to meet without him.
10:22The decision is going to be made by President Trump.
10:25And if he thinks that that is the best scenario to invite Zelensky, then he'll do that.
10:32It's the biggest gamble of Trump's second term.
10:35The president suggesting Ukraine give up land to end the war.
10:38Zelensky flat out rejects that.
10:42Tonight, Zelensky firing back.
10:44There has been no real step from Russia toward peace.
10:47That is why sanctions are needed.
10:49Republican Senator Lindsey Graham stressing any peace deal needs security guarantees for Ukraine.
10:56You need to tell Putin what happens if he does it a third time.
10:59The timing, striking.
11:01Trump announced the summit on the deadline day he set to impose tough new sanctions on Russia
11:06if Putin didn't stop the fighting.
11:08But now, Putin will visit the U.S. for the first time in nearly a decade
11:12without facing sanctions or committing to a ceasefire.
11:17The meeting set for Alaska, land purchased from Russia more than 150 years ago,
11:22and part of the resource-rich Arctic with growing Russian military activity.
11:27Trump's former national security advisor tells our Jonathan Karl the summit is a win for Putin.
11:33I think Trump has made some mistakes already, number one, in holding this meeting on American soil,
11:40legitimizing a pariah leader of a rogue state.
11:44Lindsey, the NATO secretary general tells us this summit is about testing Putin
11:49to see how serious he is about ending this war,
11:51as Zelensky warns tonight that Putin is trying to drag it out.

12:00Now to the European wildfires.
12:02In Greece, at least one person is dead as crews battle flames near Athens,
12:05fueled by triple-digit weather and 60-mile-per-hour winds.
12:08In Italy, flames continue to burn near the famed Mount Vesuvius.
12:12And in Spain, extreme heat is expected to fuel fires near Madrid into Wednesday.
12:17Next tonight, big changes are ahead for the NFL.
12:20The league is recommending boosting security at all team and league facilities.
12:24Let's get right to ABC's Ike Adjachi.
12:26Ike, tell us what you're learning tonight.
12:27Yeah, Lindsey, the NFL season is just a few weeks away.
12:30And tonight, they're urging team and league facilities nationwide to beef up security
12:35following that deadly and targeted attack at its Manhattan headquarters.
12:39Now, a memo obtained by ESPN recommends updated threat assessments,
12:43more armed security or law enforcement presence,
12:46and weapon screening similar to game day measures to protect players, staff, and visitors.
12:51Four people were killed and an NFL employee wounded when the gunman drove cross-country,
12:56attempting to reach NFL headquarters, claiming he suffered from CTE.
13:00Just yesterday, security guard Alan Etienne, one of the victims, was laid to rest in Brooklyn.
13:05Lindsey, NFL offices have been closed since that July 28th attack,
13:09and a full review of all new protocols is expected later this month.

13:14President Trump has increased federal law enforcement in the nation's capital,
13:18but some are pushing back against the crackdown
13:20and the new announcement expected from President Trump tomorrow.
13:23Here's ABC's Christiane Cordero.
13:26Tonight, the nation's capital is bracing for a new announcement from President Trump.
13:31The White House plans to hold a press conference tomorrow that Trump says
13:34would essentially stop violent crime in D.C.
13:37It's not clear what Trump is planning, but it comes after he ordered the deployment
13:41of federal law enforcement agents to patrol the city.
13:45The ATF and U.S. Park Police are among the agencies posting photos on social media
13:50of agents out in the city.
13:53Last night, D.C. police say they arrested a minor for allegedly firing a gun
13:58towards a crowd in the busy Navy Yard neighborhood.
14:01No one was injured.
14:02We have a capital that's very unsafe.
14:05We're going to do something about it.
14:06For years, Trump has criticized Washington, D.C. as unsafe and dangerous.
14:12This week, he suggested the federal government could take over the city
14:15after a government staffer who used to work for Elon Musk
14:19was attacked in an attempted carjacking, according to authorities.
14:22This has to be the best run place in the country.
14:26You're going to be safe walking down streets.
14:28You're not going to get mugged.
14:30While Washington was one of America's deadliest cities in 2023,
14:33violent crime has been down for two straight years, hitting a 30-year low in January.
14:40Washington Mayor Muriel Bowser is pushing back on the president's claims.
14:43If the priority is to show for us in an American city, we know he can do that here.
14:49But it won't be because there's a spike in crime.
14:52Lindsay, the president has also floated, sending the National Guard to fight crime in D.C.
14:58Mayor Bowser says federal resources would be better used to hire more prosecutors and judges.

15:06Now to the travel bows at Newark International Airport.
15:09The FAA is looking to extend flight reductions at the busy airport through October of next year.
15:14Let's bring in ABC's Rena Roy.
15:16Rena, what will this mean for flyers?
15:17Well, Lindsay, the main goal here is to continue alleviating all of the flight delays
15:24that many travelers have been dealing with at Newark for some time now.
15:29The FAA says this will also help maintain safety as the airport faces staffing and equipment challenges.
15:35The agency has already limited flights through the end of the year,
15:38but this proposal would extend it through October of next year.
15:42FAA officials are asking airlines to respond to this proposal this week.
15:47United Airlines is already on board saying their operations at Newark are the best they've ever been,
15:52and they are thanking those reduced rates for that.
15:55In fact, they say they have the best on-time performance at some of the largest airports here on the East Coast, Lindsay.
16:01Those on-time arrivals certainly welcome, Rena.
16:05A NASCAR driver is recovering from a freak accident.
16:08Connor Zilich fell while getting out of his car to celebrate his win yesterday in Watkins Glen, New York,
16:13and broke a collarbone.
16:14And Zilich posted to social media that he's, quote, getting better already.
16:19Still ahead on World News tonight this Sunday,
16:21what police say was a tragic case of wrong place, wrong time for a Bad Bunny fan.
16:26And what one NFL player had to say after this big kick.
16:32Next tonight, a deadly mass shooting in Baltimore.
16:35A 38-year-old man was killed and five other people wounded last night,
16:39blocks from the city's famed Pimlico racetrack.
16:41Police say they were among a group eating outside.
16:44So far, no arrests among the victims of a five-year-old girl.
16:48Now to the death of a Bad Bunny fan in Puerto Rico for one of his concerts.
16:52Police say a man from New York described as an innocent bystander was shot earlier today near Old San Juan.
16:58According to investigators, the 25-year-old was with friends outside of a club when someone started shooting.
17:03No arrests so far.
17:05When we come back, two Delta jets get much too close for comfort.

17:35Jacksonville kicker Cam Little nailed a 70-yard field goal last night against Pittsburgh.
17:41However, it's not a league record because it happened in a preseason game.

18:05And with that first pitch, Jen Powell has officially made history.
18:10Jen Powell became the first female umpire to ever work a regular season Major League Baseball game.
18:16She's going to get her first action over here at first base.

18:2748-year-old Powell is a New Jersey native.
18:30In 2016, she became a minor league umpire.

18:44That call finally came this week.
18:46When we took the field, quite a few people had started clapping and saying my name and stuff.
