Prime Minister Datuk Seri Anwar Ibrahim says he is seriously considering the establishment of a dedicated Law Ministry to strengthen and enhance the nation's legal ecosystem.

In his speech at the Asean Law Forum 2025 on Thursday (Aug 21), Anwar said Malaysia was also looking for ways to strengthen its legal architecture.

00:35of the present moment coming from my personal experience I can certainly differentiate the
00:42meaning of accessibility to the elites and the rich and the masses therefore the issue of access
00:52is to me very critical to ensure this justice for every single citizen in our countries I've seen
01:04where the poor the marginalized have been largely ignored because I know access no to the legal
01:12process therefore the discussion must focus also to issues of inclusivity because both in terms of
01:23development and progress education and health accessibility to legal process is to my mind
01:34critical particularly again I repeat the poor the marginalize because I've seen in Sungai Buloh where I had
01:44the rare privilege of staying from many many years I can see that gross disparity and therefore justice
01:57cannot be expected to be affected impacted on these poorer segments of our community that's why I take a real pleasure the passion and commitment of Minister Zalina although she didn't have the experience personal practical experience but I've shared with her quite a number of times what it means to have access to justice
02:24sustainability sustainability in turn is about building legal systems and institutions that stand the test of time
02:33the government's true strength does not rest in the reach of its authority but in the integrity of its institutions its fairness in governance and the trust it earns from its citizens
02:51and in this spirit Malaysia is reflecting on how best to strengthen its own legal architecture
02:58fortunately and unfortunately I have its Minister of Law who is totally passionate and harassing us all the time to affect change as fast as possible
03:10so therefore I have to seriously consider the establishment of dedicated Ministry of Law
03:21a step that will not only ensure greater coherence in our national legal ecosystem but also enable Melissa to engage more meaningfully with our regional partners in advancing the rule of law

03:42it's after my strong reflection what I need to do towards the end of this year
03:48by aligning ourselves with the best practices of our neighbours
03:52Malaysia will be a better place to shape a more just and responsive regional order
