00:55Comelec chairman George Garcia confirms this to Rappler Wednesday, September 10.
01:01Lubiano, president of Centerways Construction and Development, Inc.,
01:05donated 30 million pesos to Escudero's campaign during the 2022 elections.
01:10Under the Marcos administration, Centerways ranked 7th among contractors
01:13with the most flood control projects.
01:15It secured 5.16 billion pesos worth of contracts from 2021 to 2024.
01:2164% of these projects are located in Sorsogon, Escudero's home province, and political bailiwick.
01:27Centerways is also based in Sorsogon.
01:30Escudero admits he is friends with Lubiano,
01:32but denies having any role in the company's government deals.
01:35Meantime, Environment Undersecretary Carlos Primo David says
01:39misplaced flood control works can worsen flooding.
01:41He adds,
01:42Following the Senate leadership shake-up on Monday,
01:53senators allied with the Dutertes lost chairmanships of key committees.
01:57Senator Rodante Marcoleta was replaced by Senator Ping Lacson
02:00as chair of the powerful Blue Ribbon Committee,
02:02which oversees high-profile Senate investigations.
02:05Senator Risa Ontiveros takes over as health committee chairperson,
02:09replacing Senator Bong Go.
02:10Senator J.B. Ejercito is now the chairman of the Public Order and Dangerous Drugs Committee,
02:15formerly headed by Senator Bato de la Rosa.
02:17Both Ontiveros and Ejercito were also appointed as deputy majority leaders.
02:22Senator Loren Legarda was appointed as the new chair of the Defense Committee,
02:25replacing Senator Jinggoy Estrada.
02:28She also took over the Accounts Committee
02:29and the Higher Technical and Vocational Educational Panel,
02:33previously led by Senator Alan Peter Cayetano.
02:36Senator Rafi Tulfo was named chair of the Labor Committee,
02:38replacing Senator Aimee Marcos.

03:08during the House of Representatives probe on Tuesday, September 9.
03:12At first, Cabral did not give a categorical response to Manila Rep. Joel Chua's queries.

03:25She eventually responded to Mega Panel Co-Chair.

04:16In the report, then Appropriations Chairperson Zaldi Co. defended the move,
04:20saying Duterte's district already received 51.8 billion pesos in funds from 2020 to 2022.
