2. The Fiscal Year 2024 (FY24) General Purpose Forces (GPF) Strategic Language List (SLL)
(enclosure 1) and Implementation Guidance (enclosure 2) is provided below and is in effect until
superseded. The purpose of the SLL is to provide the Army and the Department of Defense with
Soldiers who are proficient in critical foreign languages.

IMPLEMENTATION GUIDANCE
FISCAL YEAR 2024 DEPARTMENT OF THE ARMY GENERAL PURPOSE FORCES
STRATEGIC LANGUAGE LIST
1. The fiscal year 2024 (FY24) Army General Purpose Forces (GPF) Strategic Language List
(SLL) is published in accordance with AR 11-6, paragraph 1-12f (reference b).
3. Pay Foreign Language Proficiency Bonus (FLPB) for languages on the Enduring Languages
List to Soldiers serving in a language-dependent or language-capable Military Occupation
Specialty (MOS)/ Area of Concentration (AOC) ONLY. Refer to reference b, paragraph 4-6 for
the list of language capable and language dependent AOCs and MOSs.
4. Soldiers must be proficient in their control language and meet minimum language
proficiency standards to receive additional FLPB for GPF SLL languages. Minimum language
proficiency is defined in reference b, chapter 2-5.
5. All Soldiers testing in another dialect must comply with the testing requirements in reference
b, paragraph 4-3 to receive FLPB. Soldiers who score the minimum on the Listening modality of
the dialect are eligible to receive additional FLPB in accordance wtih reference b, paragraph 4-3.
6. In accordance with reference b, Soldiers may not receive more than $1,000.00 per month for
multiple languages.
7. Eligible Soldiers with a valid Defense Language Profiency (DLPT) score for one of the
languages added to the FY24 Army GPF SLL become eligible as of the date of this
memorandum. This is not retroactive.
8. Army Special Operations Forces (ARSOF) Soldiers (Career Management Fields, MOSs, and
AOCs 18, 37, 38R, 38W, 38S, 38Z, and 180A Warrant Officers) serving in GPF units will refer
to the FY24 ARSOF SLL to determine their eligibility for additional FLPB.
10. The U.S. Army Reserve AOCs and MOSs 37, 38A, 38B, and 38G Soldiers will use the
Army GPF SLL to determine their eligibility for additional FLPB.
11. Soldiers receiving FLPB for languages removed from the FY24 Army GPF SLL, will
continue to receive FLPB until their current written agreement expires. Upon termination of
their current FLPB written agreement, Soldiers proficient in a language removed from the FY24
Army GPF SLL are no longer eligible for FLPB, regardless of DLPT score.
