No, it was not. The USSR was a federation of socialist republics that assisted anti-colonial liberation movements, and had no colonies nor neocolonies.

Countries with favorable relations, economic pacts, and mutual defense agreements aren’t automatically “puppet states,” no matter what liberal anti-communist liberals whine. The soviet union had no colonies nor neocolonies, all allegations as such are pure projection from the west.
