00:00I'm very grateful to my Honourable Friend for giving way and some areas like Shropshire it's
00:04very unclear where they will end up being made to form a combined authority and they're also
00:10on the border with Wales and Cheshire a different region and so there's no obvious partner for them
00:14I'm very concerned that Shropshire is going to end up forced into a combined authority with
00:19a with an area that doesn't look like Shropshire and doesn't give any benefit to Shropshire's
00:23residents would you agree with me that this needs to be better thought through I thank
00:28my Honourable Friend for intervention and I share concerns that in some areas there is a real risk
00:34that areas could be left behind and that there's a muddled approach so I'm asking the insurances
00:40from the Secretary of State about how we can ensure those areas don't fall further behind
00:44their neighbours who are further along the programme
