A Tobago construction company is disputing claims that road works across the island were incomplete or not done.

The allegations, now part of the Tobago People's Party's election campaign stem from a 2024 pre-action protocol letter that has resurfaced just days before voters head to the polls in Monday's Tobago House of Assembly elections.

Elizabeth Williams reports.
Transcript
00:00The claims originate from a November 25, 2024, pre-action protocol letter issued by M. Hamill Smith and Company on behalf of the Tobago House of Assembly, addressed to Warner Construction and Sanitation Limited.
00:15The letter seeks over $66 million, alleging that 25 road projects were either substantially incomplete or not done at all, despite payments having been made.
00:27Warner Construction has now responded, providing video and photographic evidence, showing that the sighted works were completed.
00:36Some visuals even show progress during construction, not unfinished projects.
00:42This is Boku New Road, numbers 5 and 6, where the THA stated that no work was done for number 5, and number 6 is substantially incomplete.
00:53We have the location here again, and photo and video evidence.
00:59One key contradiction centers on the Mount St. George main road, listed as item number 16 in the protocol letter.
01:07Before the letter was issued, the Division of Infrastructure published video on its official Facebook page, showing cold milling and paving on the way.
01:16All right, this is another one of the projects that was listed in the pre-action protocol letter, while the others were stated to be substantially incomplete.
01:26This one was said to have no work done at all, and we have video evidence here of actual work being carried out, and this video was sourced from the Division of Infrastructure's Facebook page.
01:41At Robert Street in Roxborough, footage again shows completed works, contrary to the allegations made by the THA.
01:51One of the projects mentioned in the pre-action protocol letter as having no work done was Robert Street in Roxborough, and here we have photo and video evidence of the work that was done, and we also have the location.
02:06Warner Construction told the TV6 News that details of other completed projects can be made available for review.
