Enlargement: accession negotiations with Serbia, Ukraine and Moldova
Parliament is set to adopt annual reports assessing the progress of Ukraine, Moldova and Serbia towards EU membership on Wednesday.
In the draft report on Ukraine, MEPs commend the country’s extraordinary efforts to strengthen democratic institutions during wartime. They welcome Ukraine’s progress on judicial reform and the fight against corruption while calling for continued reform in these critical areas, crucial to prepare the country for EU membership.
The report on Moldova welcomes the country’s progress across all negotiation chapters and its continued exemplary commitment to EU accession-related reforms despite significant internal and external challenges. MEPs urge Moldova to accelerate the pace of key reforms in line with its ambitious yet achievable objective to provisionally close accession negotiations by early 2028 and to join the European Union by 2030.
Serbia’s progress towards EU accession has stalled, MEPs say in their draft report and with concerns predominantly focused on the state of democracy and the rule of law. Among the urgent issues to be resolved are heightened political polarisation and the need for structural reforms, including on anti-corruption. MEPs stress the need to reach a comprehensive normalisation agreement with Kosovo and achieve full alignment with EU foreign policy.
Ahead of the plenary votes, MEPs will hold debates on the three countries on Tuesday. Following the votes, the standing rapporteurs for Serbia and Moldova will hold press conferences.
