Emergency agriculture decisions improve when assessments follow a clear sequence and use comparable indicators across phases. Good phased assessment also helps teams move from rapid information to targeted recovery planning. It reduces duplication between actors and strengthens coordination in the humanitarian programme cycle. A standard approach also makes results easier to defend to governments, partners, and donors. These FAO guidelines present the Phased Agricultural Livelihood Needs Assessment Framework and the related toolbox. They explain five assessment phases aligned to the Inter-Agency Standing Committee model, from pre-crisis baseline through rapid assessment, in-depth sector assessment, and recovery assessment. The guide describes the core tools used in each phase, including Multi-Cluster Initial Rapid Assessment phases, a household food security and agricultural livelihoods assessment, and a livelihood recovery assessment. It also lists companion tools such as crop and food security missions, household economy approaches, market tools, livestock standards, seed security assessments, and socio-economic and gender analysis, with practical guidance on indicators, sampling, data management, analysis, and reporting formats. For assessment coordinators and agriculture and food security teams, the guide is useful because it provides a standard roadmap for what to assess, when to assess, and how deep to go at each stage. It improves response quality by linking early findings to later targeted surveys and clearer programming choices for livelihoods protection and recovery. It also strengthens accountability by promoting minimum common indicators, consistent methods, and clearer reporting that supports joint planning and resource mobilisation.

A Farmer Balance Sheet is not just an accounting document. It is the truth of a farmer’s life. This engine will process satellite imagery, drone feeds, and GIS datasets to generate high-resolution insights on land use, crop health, water availability, soil moisture, vegetation indices, and disaster risk. 4. Build Digital Public Infrastructure for Agriculture (DPI-A): Operationalize the Agriculture Data Exchange (ADeX), expand weather and soil sensor networks, and integrate with platforms such as Agristack and MahaAgriTech to support AI readiness 5. Agricultural funding should not be measured by how much is announced. It should be measured by how much practical value reaches the farmer. Across Africa, billions are committed to agriculture, food security, climate resilience and rural development. Yet too many small-scale farmers still struggle to access finance, reliable markets, insurance, quality inputs and the trusted records needed to prove the strength of their businesses. The problem is not always a lack of funding. Often, the problem is the absence of connected systems that can move resources efficiently, transparently and directly towards verified farmers. A farmer may have land, experience, production capacity and access to a market opportunity. Without trusted records, however, that same farmer can remain invisible to banks, insurers, buyers, investors and development programmes. This is why farmer-owned data matters. When farmers can build and control credible records of who they are, what they produce, how they farm and where their products are sold, they become easier to support, finance and include in formal markets. Technology can help, but technology alone is not the answer. The real opportunity is to build farmer-first ecosystems that connect identification, farm records, finance, inputs, training, compliance, insurance, logistics and markets around the needs of the farmer. Through my work with the World Agriculture Forum, The Dream and FarmerPlus, I am focused on helping build these connected pathways. The objective is not to create another platform, but to create practical infrastructure that helps farmers move from exclusion to participation. Food security will not be achieved by treating farmers as the final beneficiaries of a long chain. It will be achieved by recognising them as economic participants, business owners and essential partners in Africa’s future. Perhaps every agricultural funding programme should be required to answer two questions. How much value ultimately reached the farm, and what lasting capability remained with the farmer after the programme ended? 📌Our system still thinks from the past… For a long time, many said, “There is no need for traceability,” or “Our customer doesn’t ask for it.” But now, those same voices are preparing to accept QR-based traceability systems. Recently, the Ministry of Agriculture, Government of India, made QR code-based traceability mandatory for seed packaging. This is a big step, and soon, we may see similar mandates in other agri-sectors too. Looking at global trends, Indian farmers must now start adopting traceability systems seriously. A great example is from Maharashtra’s Konkan region, where Alphonso mango growers used QR codes to prevent fraud. Though currently limited to 'Know Your Customer', the future lies in end-to-end traceability. During discussions with Karnataka-based startups, I learned about traceability systems in seeds, agri-inputs, irrigation, polyhouses, and more. The Karnataka government has already implemented “K-Kisan QR” to bring more transparency into agriculture. So, why is our state lagging behind? It’s time to reflect. ✔️ Proudly sharing India’s first traceable seed brand – Rahee Natural Seeds from Satara, in partnership with tech partner FarmSetu Technologies and strategic planning by The Farm, has launched India’s first fully traceable seed brand. Now the same is being explored in grapes, wheat, mango, and sugarcane. ✔️ What is Traceability? Traceability is the ability to track the entire journey of a product — where it came from, what processes it went through, where it stopped, and who handled it. ✔️ Why is it important? Builds trust by recording the entire journey of agri-products. Essential for global food safety and identifying source of contamination or pest. Increases export potential due to rising global demand for traceability. Ensures transparency and quality control in agriculture. Encourages sustainable farming and increases brand value. In Maharashtra, instead of educating farmers about traceability, government platforms like Maha-AgriTech seem more focused on revenue and data collection. Even universities show little awareness about this topic. AI is now at our doorstep. But are our farmers and governments mentally prepared for it? Without knowledge of product quality and value chains, initiatives like e-NAM or Kasturi Cotton will not get the participation they deserve. As per discussions with agri-experts, just like we now prioritise financial compliances, we must also give importance to food and farm compliances. If we want to survive in global competition, certification, compliance, and traceability are not optional — they are essential. It’s not just for companies, but farmers too, who must adapt to this digital era. Madhya Pradesh High Court Upholds the E-Fertilizer Distribution System A significant milestone for India’s fertilizer distribution ecosystem. The Madhya Pradesh High Court has dismissed the petition challenging the state’s e-Vikas (Distribution & Agricultural Fertilizer Supply Solution) System, reaffirming that the digital fertilizer distribution mechanism is a policy decision aimed at ensuring transparency and accountability. The Court observed that the system has been introduced to: * Prevent black marketing and hoarding of fertilizers. * Ensure fertilizers reach genuine farmers. * Eliminate diversion for non-agricultural use. * Strengthen transparency, traceability, and efficient distribution across the supply chain. While concerns were raised regarding digital literacy and internet connectivity in rural areas, the Court held that such implementation challenges do not invalidate a policy framed in the larger public interest. This judgment reinforces the importance of digital transformation in agriculture and highlights how technology can improve governance, enhance resource allocation, and safeguard the interests of millions of farmers. As stakeholders in the agri-input industry, it is our collective responsibility to support the effective implementation of such reforms while ensuring adequate awareness, training, and infrastructure for farmers and channel partners.
