    Training Requirements Under the new Noise Exposure Regulations, 2024 (NER) The NER published on 6 March 2025 significantly expands employer obligations relating to information, instruction and training in workplaces where employees may be exposed to noise. R4 introduces a structured and risk-based approach to hearing conservation and places strong emphasis on competency, practical instruction, refresher training, and awareness of combined exposures. 1. Training Before Exposure The NER requires employees to be comprehensively informed, instructed and trained before exposure to occupational noise occurs. Training must include both: - theoretical knowledge; and - practical instruction. This moves beyond basic awareness training and requires competency-based instruction linked directly to workplace risks and controls. 2. Core Topics That Must Be Covered R4(4) sets out extensive minimum training content, including: Legal Requirements Employees must understand: - the content and scope of the NER; and - employer and employee responsibilities. Sources and Risks of Noise Exposure Training must address: - workplace sources of noise exposure; - health and safety risks associated with noise; - noise-induced hearing loss and related conditions. Combined Exposure Risks A significant development in the regulations is the recognition of synergistic exposures. Employees must be trained regarding: - ototoxic chemical agents; and - whole-body vibration and how these may interact with noise exposure to increase the risk of hearing loss. Control Measures and Hearing Protective Devices Employees must be trained on: - engineering and administrative controls; - the necessity of complying with control measures; - proper inspection, use, care and maintenance of hearing protective devices (HPDs); - limitations of HPDs; and - correct disposal procedures. Risk Assessments and Medical Surveillance Employees must understand: - the purpose and findings of noise exposure risk assessments; - noise exposure monitoring outcomes; - the importance of medical screening and medical surveillance; 3. Annual Refresher Training The Regulations now expressly require refresher training to be conducted at least annually. 4. Contractors and Other Persons at the Workplace The employer must also ensure that: - contractors and mandatories receive appropriate information and training where they may be exposed to workplace noise. 5. Competency of Trainers The Regulations specifically require that all training programmes be conducted by a competent person. This means employers will need to ensure that trainers possess appropriate knowledge, experience and competency relating to occupational noise exposure and hearing conservation. Organisations should use the transitional period before full implementation in September 2026 to review and strengthen their hearing conservation programmes, contractor management systems, and training material to ensure compliance.
