The holistic model is based on the principle that children’s and adolescent’s mental health interacts with systemic agents, such as social capital and networks. An intervention on any part of the system influences the overall dynamics of the whole system, thus enhancing social transformation. In this study the mental health system of East Attica is described and the finding that mental policy generally ignores systemic and social variables is pointed out. Efforts for change usually lack long term scope, reproduce non functional structures and lack innovation.
